The Polish market

The first offshore wind auction in Poland ends with 3 OW farm projects with guaranteed financial support from the state in the form of CfD

The auction held on 17.12.2025 under the second phase of OW market development granted support to 3 offshore wind farm projects in the Baltic Sea with a joint capacity 3.4 GW:

  • Bałtyk I  1.560 MW  Equinor ASA 50% / Polenergia S.A. 50%
  • Baltica 9  975 MW  PGE E.O. S.A. 100%
  • Baltic East  900 MW  ORLEN S.A. 100%

The auction, which was a fully competitive process conducted electronically on an online platform, offered support for OW projects with a maximum combined installed capacity of 4 GW. Four bids were submitted, including the Baltica 1 project of 896 MW owned by PGE, however, it did not secure support in this auction round.

The successful bids presented competitive strike prices (477-492 PLN/kWh) which will serve as reference for the negative balance settlement mechanism throughout the support period of 25 years. First electricity will be delivered from these projects in the end of 2032 and this will be a significant contribution to Poland’s national energy mix by 2057.

The auction is an important milestone for the development of the OW sector in Poland. It proves Poland’s commitment to building a robust and long-term OW market. The selected projects will support Poland’s energy transition, accelerate the growth of domestic ports, strengthen installation infrastructure, stimulate local economies and job creation, as well as develop and reinforce industrial supply chains. The country’s OW roadmap includes further auctions in 2027, 2029 and 2031, aimed at ensuring market competitiveness and predictability.

For the Baltic Sea region, the auction indicates regulatory stability and positions Poland as one of Europe’s most important OW growth markets in the coming years.
