In the Baltic region, development of renewable energy, especially offshore wind, is of great importance both for energy security and national security.
The Baltic Sea has excellent conditions for development of offshore wind. Its generation potential has been estimated at 93 GW. Poland is leading the way with the largest offshore wind market in Central and Eastern Europe, aiming for 5.9 GW of installed offshore wind capacity by 2030, and 18 GW by 2040.
Poland’s successful offshore wind programme serves as a model for other Baltic nations like Lithuania, Latvia, and Estonia.

Poland’s offshore wind programme worth approx.10 billion EUR is planned in two phases, Phase I, for which CfDs for 5,9 GW were awarded in 2021 to: Equinor/Polenergia, PGE/Ørsted, Baltic Power (ORLEN/Northland Power), RWE and Ocean Winds, is presently under intensive development. Phase II is based on auctions for totally 12 GW set for 2025 and 2027 (4 GW each) and 2029 and 2031 (2 GW each).
The first auction on 17.12.2025 granted support to 3 offshore wind farm projects with a joint capacity 3.4 GW. The successful project owners are: Equinor/Polenergia, PGE Baltica and Orlen Neptun. First electricity will be delivered from these projects in the end of 2032.
The December auction is an important milestone for the development of the OW sector in Poland. It proves Poland’s commitment to building a robust and long-term OW market. The selected projects will support Poland’s energy transition, accelerate the growth of domestic ports, strengthen installation infrastructure, stimulate local economies and job creation, as well as develop and reinforce industrial supply chains. For the Baltic Sea region, the auction indicates regulatory stability and positions Poland as one of Europe’s most important OW growth markets in the coming years.

First 700 MW offshore wind project awarded in 2023. The winner was the Ignitis/Ocean Winds partnership from which recently Ocean Winds announced its plans to exit. Future tenders under review. The market offers long-term development potential for equipment suppliers, contractors, and service providers.

Finland’s OW development portfolio exceeds 25 GW; so far mostly bottom-fixed, with some floating opportunities in the Gulf of Bothnia. The state-owned Metsähallitus has a key role in early-stage development of OW projects (tenders announced for 7,5 GW). There are currently several OW power projects under different stages of development, with OX2 AB, Ingka Group, Ålandsbanken, GIP, Vattenfall, Suomen Hyötytuuli, and Metsähallitus, as the main project owners.
