According to PWEA, the total capacity for OW development in Poland’s EEZ and territorial waters is 33 GW. Poland’s offshore wind targets set by the government in 2021 are 10,5 GW. Within the framework of Phase I, five project owners have been awarded in 2021 CfDs for a total capacity of 5.9 GW:
The first electricity from these OW farms is expected in 2026.
From 2025 onwards, an auction platform will be used for awarding CfD to the developers holding OW location permits. In 2023, 10 permits for new seabed areas for OW farms were granted to two Polish energy groups, PGE (additional 3,9 GW of capacity) and ORLEN (5.2 GW).
As for Phase II an amendment to the Act on RES proposed in 2023 aims at changing the preliminarily planned two auctions scheme for totally 5 GW to four auctions offering a total support for 12 GW (for the 2025 and 2027 auctions 4 GW each, and for additional two auctions in 2029 and - 2 GW each.
