Indonesia’s CCUS Landscape, Ambitions, and Market Potential

Indonesia is rapidly advancing its CCUS agenda. With around 19 projects under development, strong government regulation, and significant geological storage potential, the country is positioning itself as a regional CCS hub. This direction is reinforced by ASEAN’s 2026–2030 energy plan, which highlights CCUS as a key pillar in the region’s low‑carbon transition (ASEAN Plan of Action for Energy Cooperation (APAEC) 2026-2030 - ASEAN Centre for Energy (ACE))

Norwegian industry has a growing interest in Indonesia’s CCUS plans, as the country represents a large and emerging market for project development, cross border CO₂ solutions, technology deployment, and long term storage services. Existing dialogues between governments and industries show a strong foundation for Indonesia–Norway cooperation.

Key insights into CCUS activities in Indonesia
  • Indonesia is positioning itself as a regional hub for carbon capture and storage (CCS) in the Asia–Pacific region. The country’s CCS ambition is increasingly viewed as a necessary climate measure to support its green transition.
  • In a short time, Indonesia has developed an extensive CCS regulatory framework, setting itself apart regionally with a clear ambition to attract significant investment.
  • Substantial investments are still required to realize Indonesia’s desired regional leadership. Nineteen CCS projects have been identified, with total investment needs estimated at USD 43 billion.
  • The region’s first cross-border CCS agreement was signed between Indonesia and Singapore in June 2025.
  • There is growing interest from Norwegian industry. Future Norwegian contributions should be assessed in relation to capacity, strategic priorities, and the level of national ambition toward Indonesia and the wider region.
