General interest in South America for developing Offshore Wind has recently emerged on two frontiers: Brazil and Colombia.

The recent developments in the Brazilian energy sector show some exciting opportunities. The latest amendments in the framework create the long-awaited groundwork for development of offshore wind in Brazilian waters. The Brazilian offshore market is in an exciting phase, attracting large international market players. This development opens opportunity for Norwegian companies offering products and services to the sector.

After initial expressions of non-requested interest in Brazil, a sudden spur of lease applications with the IBAMA agency in 2022 led to an astonishing 74 projects waiting environmental license, taking the total number 183 GW projects and 12508 turbines, according to the last Ibama report from March 2023.

The areas of interest were laid out by IBAMA and the authorities are now looking into a regulatory set-up of leasing & permitting to allow for a first auction in late 2023. Brazil has the largest size of GW in application phase in the world, counting almost 183 GW.

Colombia has been in the eye for offshore wind development for some time and the country sees a potential of 50 GW. DIMAR has allocated large areas for future development, both bottom-fixed wind in the south, and floating in the north. The whole North Coast (Caribbean Sea) will be mostly Floating including two projects presently underway by CIP and by BlueFloat Energy.

Colombia’s Ministry of Mining and Energy has launched the country’s first offshore wind leasing round and expects to award 30-year, minimum 200MW concessions in the second half of 2023.
