The Baltic Offshore Wind Market – Focus on Latvia

Latvia:
Latvia is actively developing its offshore wind sector, with regulatory and permitting processes accelerating. The ELWIND cross-border project with Estonia targets up to 2 GW, currently in pre-development with environmental studies, site investigations, and preparatory work underway. Early-stage development (EIA) is under operation and done before auction in 2029. COD is 2033.
