Market Context
The Philippines
The Philippines has identified significant offshore wind potential and is advancing regulatory frameworks to attract international investment. 6 offshore wind projects totaling 16 GW are in development pipeline, having secured sea area. Developers are progressing feasibility studies and site assessments. The first government auction of 3.3 GW bottom fixed offtake is planned for the first half of 2026. Later projects also include floating offshore wind.
The market remains at an early stage where technical concepts, infrastructure requirements and partnership models are still being defined, creating a window of opportunity for the Norwegian supply chain to contribute with offshore competence, maritime operations experience and early-phase project expertise.
Vietnam
Under its latest Power Development Plan (PDP8), Vietnam aims to develop approximately 6-17 GW of offshore wind capacity by 2030-2035, with significantly larger ambitions toward 2050.
While no offshore wind farms are yet operational, multiple projects are under early development and regulatory and commercial frameworks continue to evolve. Vietnam’s long coastline and strong wind resources provide substantial long-term potential.
